Surrogacy and Donor Evaluations in Connecticut
Connecticut is one of the strongest legal frameworks for surrogacy in the country. The Connecticut Parentage Act, effective January 1, 2022, expressly authorizes gestational surrogacy and provides a clear pathway for intended parents to obtain a pre-birth parentage order. Connecticut law is inclusive of all intended parents regardless of marital status, gender, sexual orientation, or genetic connection to the child, and a separate vital records statute directs the state to honor court orders of parentage when issuing the birth certificate.
The statute also sets out clear eligibility requirements for the gestational carrier, including medical and psychological evaluation. A clear psychological evaluation of the carrier, and usually her partner, is a standard part of screening, and intended parents are commonly asked to complete a consultation.
